Resolved

At approximately 1:00AM UTC our FTP and SFTP services became overloaded by excessive requests from a single IP, causing other connections to be blocked. During this time connections were still possible, but at a much slower rate, and a large percentage of commands received failed responses. We restored systems to optimal state by 9:00AM UTC.
